Requirements include, but are not limited to:

– Advanced university degree in law, political science, international relations or similar relevant field
– Minimum 6 years of experience in public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
– Knowledge of good governance principles, in particular, familiarity with the European Charter of Local Self Government
– Knowledge of international human rights standards and community rights
– Management experience and team-building ability
– International field work experience in monitoring, reporting and policy-making
– Strong analytical and problem solving skills
– Capability to draft documents under pressure and within short deadlines
– Experience in project management (desired)
– Knowledge of local languages (desired)
– Knowledge of the regional political situation and legal system of the Mission area (desired)
– Demonstrated negotiation and/or conflict resolution skills (desired)

Tasks and Responsibilities 

The locations for the two Senior Democratization Officer positions are Gjilan/Gnjilane (1) and Peje/Pec (1).

Under the direct supervision of the Director of the Regional Centre (RC) and the Deputy Director of the Democratization Department, in co-ordination with the field co-ordination related mechanisms, the incumbent works within the Regional Centre. The Senior Democratization Officer:

  1. Forms the management of the RC, together with the Director of the RC and the Senior Human Rights Officer;
  2. Liaises with the management of the RC on all monitoring activities in the area of responsibility; performs specific monitoring tasks in relation to local good governance, media, elections, participation of women, youth, and civil society in decision making, human rights and other issues as assigned;
  3. In close co-operation with the Senior Human Rights Officer, supervises programmatic staff in the RC as assigned;
  4. Executes and supervises the implementation of monitoring instructions received from the Headquarters in close co-operation with the Senior Human Rights Officer;
  5. Compiles regular reports on democratization and human rights related activities and submits those reports to the Director of the RC and to the Departments’ Senior Management as requested; drafts spot reports on request by the Director of the RC or the Departments;
  6. Ensures close co-ordination and co-operation with the Field Co-ordination in the Headquarters to ensure fair utilization of capacities in the field; responds to requests of the Departments and ensures realization of tasking requested by programmatic Sections;
  7. Facilitates the work of other professional and support staff of the Department in the RC;
  8. Assists and co-ordinates the implementation of projects in the field;
  9. Performs other duties as assigned.
