Job: Senior Political Officer (Moldova)

PAE-REACT is recruiting for Senior Political Officer at the OSCE Mission to Moldova. The successful candidate will have excellent political analysis/reporting skills, good familiarity with the historical and current political situation of Moldova, fluency in Russian, and preferably also knowledge of Romanian.

Minimum Requirements:
  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements (Political Affairs):
  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments

Level of Competence Requirements:
  1.  Education:
    • Advanced education/certified training course in a relevant field desirable
  2. Experience:
    • Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
Mission Specific Requirements:
  1.  Mandatory:
    • Extensive experience in political analysis and reporting
    • Experience in liaising with governmental and non-governmental organizations
    • Strong interpersonal and organizational skills, and demonstrated track record of coordinating and motivating teams
    • Professional fluency in English and Russian languages and the ability to draft documents clearly and concisely
    • Cultural sensitivity and sound judgement
    • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
    • Ability to operate windows applications, including word processing and emails
  2. Desirable:
    • Knowledge of the Romanian language
    • Experience in working in the region and knowledge of the historical and current political situation in the Mission area
    • Strong mediation and negotiation skills
    • Experience working in an international organization, diplomacy or with public affairs
Tasks and Responsibilities:
  • Manages, co-ordinates and evaluates the work of the Mission’s Political Officer, Political Assistant and Translators in support of the negotiation process
  • Chairs, participates in or observes (as appropriate) negotiations between the sides and in multilateral fora regarding aspects of settlement of the Transdniestrian conflict
  • Assists sides and international negotiating mechanisms in producing documents, proposals and analyses furthering the Transdniestrian settlement process
  • Follows and provides political advice on developments in Moldova
  • Acts as liaison with political and public officials and non-governmental representatives throughout Moldova on all mandate issues
  • Responsible for the Mission’s reporting
  • Performs other duties as required
