Requirements include, but are not limited to:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position
  • Experience in result-based programme management and preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
  • Strong management skills in a multi-cultural environment
  • Professional fluency in the English and Russian languages, both oral and written, and the ability to communicate clearly and concisely
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity

Tasks and Responsibilities

Under the supervision of the Head of the OSCE Programme Office in Astana, the Deputy Head of Programme Office:

  1. Supports the Head of Programme Office in the management of the OSCE Programme Office in Astana;
  2. Replaces the Head of Programme Office in his/her absence;
  3. Oversees preparations of monthly activity reports, and provides input into strategic documents and talking points for the Head of Programme Office;
  4. Assists in the co-ordination of Mission activities with the host government, international organizations, OSCE Institutions and civil society;
  5. Assists in co-ordinating the Programme Office’s activities, utilizing relevant programme management tools (activity planning, projects, budget issues);
  6. Functions as first-level supervisor for three international staff;
  7. Assists in staff coaching;
  8. Serves as Monitoring and Evaluation Focal Point and co-ordinates preparations for Unified Budget Cycle documents (Programme Outline, Unified Budget, Programme Budget Performance Report);
  9. Serves as focal point for arranging relevant OSCE events and high-level delegation visits;
  10. Performs other duties as required.
