Person-centered care is one of the six aims of healthcare quality established by the Institute of Medicine. While person-centered planning (PCP) is considered an evidence-based practice in the field of developmental disabilities, it has just recently been identified a promising practice in the behavioral health care system. PCP or person-centered recovery planning (PCRP) in mental health is defined as “a collaborative process between the person and his or her supporters (including the clinical practitioner) that results in the development and implementation of an action plan to assist the person in achieving his or her unique, personal goals along the journey of recovery” (Tondora, Miller, & Davidson, 2012, p. 411). Since 2013, researchers at TIEMH have been evaluating ongoing efforts to implement PCRP in public mental health organizations in Texas.
Person-Centered Recovery Planning: Consultation Corner
The Consultation Corner featured a monthly webinar series on the “FAQs” of PCRP while also offering practical tools and resources to support quality PCRP at the levels of individual service delivery and organizational systems change. Webinars and tools were offered for a diverse audience of stakeholders, including direct support providers, agency and state leadership, peer providers, and people/families with lived experience. Follow-up “office hours” through smaller-group technical assistance were available to interested webinar participants who wished to take a “deeper dive” on a given topic.
Webinar 1 | Person-Centered Recovery Planning Consultation Corner
In this session you will discuss:
- Define PCRP and its essential elements
- Increase familiarity with existing and emerging state and federal requirements regarding PCRP
- Articulate a minimum of three differences between traditional methods of treatment planning and best-practice PCRP
- Learn more about how the MHTTC PCRP Consultation Corner series can provide tools and resources to support the implementation of PCRP at your organization
Webinar 2 | Person-Centered Recovery Planning Consultation Corner: Co-Creation of the PCRP Document-Partnering, Goal Discovery & Emphasis on Real Life Results
The topic for webinar 2 was “Co-Creation of the PCRP Document-Partnering, Goal Discovery & Emphasis on Real Life Results.”
At the end of the series, participants will be able to:

Webinar 3 | Person-Centered Recovery Planning Consultation Corner: Peer Specialist Roles in PCRP
Participants will be invited to explore tensions that arise when peer professionals work to maintain their never-directive, non-clinical stance while immersed in an environment that is heavily defined by clinical professionals, processes and services.
At the end of the session, participants will be able to:
- Describe a “must do” and a “must not do” related to the role of peer support in PCRP,
- Name one way that professional peer support ethics supports a person-centered approach, and
- Identify two resources to support and promote peer provider role clarity in PCRP.
Webinar 4 | Person-Centered Recovery Planning Consultation Corner: Promises and Pitfalls – Designing Planning Templates & Electronic Health Records to Support PCRP
The design of planning templates and electronic health records can present as a major obstacle to the quality implementation of Person-Centered Recovery Planning. Traditional designs are frequently dominated by problems, pathology, and complex workflows that focus more on the support of billing and compliance rather than on the support of the person and their recovery and life goals. In contrast, a thoughtfully designed EHR can facilitate person-centered practice by increasing the focus on key recovery concepts, facilitating dialogue between providers and persons served, and generating the co-creation of meaningful plans to help shape the person’s recovery. By elucidating common design pitfalls and identifying promising design practices, this webinar will offer practical guidance to mental health systems so they can move toward the development of EHRs that facilitate, rather than hinder, the uptake of Person-Centered Recovery Planning. At the end of the session, participants will be able to
- Identify at least 2 key questions to consider in the process of selecting an EHR vendor.
- Describe at least 3 EHR design strategies to maximize a recovery-oriented approach in Person-Centered Recovery Planning.
- Describe at least 2 implementation strategies to support the quality uptake of newly designed EHR recovery planning platforms.
