A consortium of Norwegian institutions has decided not to renew their Elsevier contract for 2019. They were trying to negotiate an agreement that would move from paying for subscriptions to paying for publishing articles open access (as required by 2024 by the Norwegian government). While there is no agreement for 2019, the groups are still in discussion.
