Gais of the Rockefeller Institute at SUNY-Albany, explored welfare and workforce devolution and the capacity of states and localities for taking on new roles. Researchers at the Ray Marshall Center conducted the Texas portion of this research and a pilot of the workforce devolution portion of the study. |
