Context: Instruction for Good Governance and Administration of Properties Subject to Tribute and Tax (G132-9)

Overview:

This document dates from the last few months of Gálvez’s visita. It is a clear demonstration of his priority of improving economic efficiency in New Spain. Throughout this document, Gálvez makes a wide range of rulings on how to uphold that goal. In the effort to work towards the greatest common good, Gálvez sets standards for salaries, taxes, and festival expenses, all while urging local officeholders to avoid unnecessary expenditures. He issues these mandates with the explicit approval of the viceroy.
