Public Health Nurse III: Maternal Morbidity and Mortality Public Health Nurse – Closes August 27, 2019
The Public Health Nurse III oversees Maternal and Child Health (MCH) programs for the state and performs advanced nursing activities in a consultative, advisory, educational, and administrative capacity for the under the general direction of the Healthy Texas Mothers and Babies (HTMB) Branch Manager. Responsibilities include planning, implementing, and evaluating activities such as managing and overseeing sensitive and confidential mortality and morbidity record reviews along with management and oversight of the Maternal Mortality and Morbidity Task Force as described by Texas Health and Safety Code Chapter 34. The Public Health Nurse III collaborates with stakeholders to address maternal and child health related needs in the community and statewide and represents the agency as a maternal and child health specialist. Provides consultation and technical assistance to public and private agencies, programs, and individual providers serving pregnant women, infants, children, and youth. Coordinates the activities of the task force and ensures legislative compliance. Participates in the development of planning at the state level, to include; analyzing data, consulting with stakeholders, developing policy, and implementing directives and projects designed to promote delivery of evidence-based clinical and community services on a statewide basis for women of child-bearing age, infants, and children. Interprets and applies federal and state laws, regulations and policies. Writes federal funding applications, work plans, and budgets; monitors federal and state funded activities for compliance with requirements and delivery of work plan objectives.
Nurse IV: Maternal and Child Health Nurse Consultant Team Lead – Closes September 4, 2019
Under the general direction of the Healthy Texas Mothers and Babies (HTMB) Branch Nurse Manager, this position oversees perinatal and infant health and safety programs for the state and performs advanced nursing activities in a consultative, analytical, educational, and advisory work for the Maternal and Child Health Unit. Provides leadership, coordination, and oversight as part of a team as the perinatal and infant health team lead in assessing, planning, developing, implementation, administration, and evaluation of agency breastfeeding, perinatal, infant, and maternal-infant health and safety programs and initiatives. Participates in the planning, implementation, administration, and evaluation of agency breastfeeding program and initiatives. Responsible for creating policy and implementing directives and projects designed to promote delivery of women’s and maternal/perinatal clinical and community services on a statewide basis; interprets and applies federal and state laws, regulations and policies; and provides training and technical assistance to internal and external stakeholders; writes federal funding applications, work plans and budgets; monitors federal and state funded activities, including contract monitoring, for compliance with requirements and delivery of work plan objectives. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Program Specialist V: Infant Health and Safety Coordinator – Closes August 20, 2019 [focus on population-based breastfeeding promotion and support and on infant sleep safety]
The Infant Health and Safety Coordinator performs complex educational, consultative and technical work in collaboration with individuals, employers, communities, community based organizations, professional groups, DSHS staff, and stakeholders interested in the advancement of maternal and child health in Texas. Identifies collaborative opportunities across administrative boundaries to promote recommended infant and maternal-infant health, safety, nutrition and care and address issues including health disparities, community health factors, chronic disease, and injury to assure positive health outcomes for infants from birth through the first year and throughout the life course. Serves as a subject matter expert on maternal-infant and infant health and safety issues to inform policies, programs and service delivery and to allow policy makers to make informed decisions on issues impacting overall infant and maternal-infant health. Implements techniques for measuring, evaluating, and achieving program goals. Reviews legislation and policies specific to infant and maternal-infant health. Coordinates assigned activities with Title V MCH staff, community stakeholders, academic institutions and training programs, regional and local public health departments, other governmental agencies, community-based organizations, and the general public. Works as part of a team with the subject matter expert staff as part of the Healthy Texas Mothers and Babies Branch under general supervision of the Branch Manager with limited supervision with considerable latitude for the use of initiative and independent judgment.
