American Councils administers a number of programs funded by the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State, including the Future Leader’s Exchange (FLEX) program, which provides scholarships for competitively selected teenagers from Europe and Eurasia. The Program Officer for Azerbaijan is intended to be based in Baku and some travel within the region may be required.  The PO will oversee functions related to FLEX as well as other programs in Azerbaijan and the region including on-site coordinating and teaching during pre-departure orientations (PDO); assisting with logistics for departure and return of finalists; recruiting qualified candidates for the program; and arranging and participating in the interviewing and testing of semi-finalists. This position includes extensive travel throughout Azerbaijan with the possibility of temporary duty assignments in other overseas locations as assigned. This position reports to the Country Representative in Azerbaijan and works in conjunction with program managers in Washington, DC.

RESPONSIBILITIES

  • Carry out program recruitment activities in Azerbaijan and other countries as necessary to ensure that the competition is conducted in a timely and proper fashion, including organization and logistics for all rounds of testing and administration of required tests at each round;
  • Publicize programs throughout Azerbaijan which includes working with local schools, the Ministry of Education, the U.S. Embassy, and other partners;
  • Assist with program PDO planning in addition to conducting classroom pre-departure orientation sessions for finalists in Azerbaijan and other countries as necessary;
  • Monitor and assist with correspondence regarding on-program support issues;
  • Assist in all travel and lodging logistics: meeting flights; transporting to hotels; coordinating participant travel between home and international gateway;
  • Represent programs at in-person events throughout the year;
  • Provide information for budget requests and monitor expenses; and
  • Other duties as assigned.

Qualifications

  • Must be authorized to work in the U.S.;
  • Program administration experience;
  • Excellent communication skills;
  • Fluent English speaking and writing skills required; Knowledge of Azerbaijani and/or Russian preferred;
  • Experience traveling under difficult conditions;
  • Experience in financial reporting and budget management;
  • Teaching experience preferred;
  • BA in relevant field (e.g. applicable language, area studies, education, etc.) required; advanced degree preferred;
  • Familiarity with the FLEX and/or other American Councils administered programs preferred.
