Requirements include, but are not limited to:
· University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
· Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
· Relevant and progressively responsible legal reform experience
· Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
· Knowledge of courtroom proceedings and criminal law and procedure
· Knowledge of international legal procedure standards and instruments
· Proven management and supervisory experience, including project development and management
· Demonstrable organizational, analytical, communication and interpersonal skills
· Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
· Flexibility and ability to under pressure of time and workload
· Professional fluency in the English, including the ability to communicate clearly and concisely and ability to edit English legal texts
· Good knowledge of the regional political situation and the legal system of the mission area is desirable
· Previous international work experience and or experience in field missions, preferably in southeastern Europe is desirable
· Working knowledge of the local language is desirable
Tasks and Responsibilities:
Under the direction of the Head of Presence and Deputy Head of Presence, and in accordance with the mandate of the OSCE Presence in Albania, the Head of the Rule of Law and Human Rights Department will be tasked with:
· Leads the Department, taking responsibility for all aspects of staffing and administration;
· Develops, co-ordinates and monitors the implementation of OSCE projects in the area of rule of law and human rights;
· Provides advice and analysis on rule of law and human rights issues, based on the analysis of relevant laws and practices and based on familiarity with the issues and key players in the sector, ensuring compliance with relevant international standards;
· Provides legal advice to the Head of Presence and other senior staff on matters relating to OSCE rules and regulations as well as international law;
· Performs other duties as assigned.
